Domenic Ruscio, Partner

Domenic Ruscio, Partner, is a specialist in government relations and the legislative process. He lends his more than 45 years of public service and policy expertise to helping both new and established organizations achieve their public policy goals through well-reasoned strategic planning, compelling messages and a tactical approach to policy development. His practice includes:

  • Corporate strategic planning and government relations

  • Public and private universities

  • Patient advocacy

  • Defense technology and research

  • Literacy-related programs

  • Public broadcasting

Among his achievements, Dom crafted a legislative strategy that led to the creation of a nationwide network of research centers; convinced lawmakers and Pentagon officials to expand health services to active duty service members and their families; and helped an industry leader preserve its market under the new health care reform law. He co-authored “Lobbying the Appropriations Process,” published in the most recent edition of the American Bar Association’s Lobbying Manual. A member of the Board of Directors of the Association for Government Relations Professionals, Dom has held top posts in both Congress and the executive branch, serving on the staff of the Senate Appropriations Committee, where he advised senators on funding for public health, education and employment training programs. He was subsequently appointed Deputy Assistant Secretary for Management and Budget at the U.S. Department of Health, Education and Welfare and, upon creation of the Department of Education, he was appointed Deputy Assistant Secretary for Legislation, serving as liaison to the House and Senate appropriations committees. Dom has been a featured speaker on the legislative and appropriations processes at numerous governmental, university, industry, and trade association conferences. Dom received his B.S. in Finance from Bentley University in Waltham, Massachusetts.
