Dom Ruscio

Dom Ruscio, a founding partner of CRD Associates, is a recognized expert in government relations and the legislative process, and has helped new and established organizations achieve their public policy goals. Dom’s practice included corporate strategic planning, public and private universities, patient advocacy, defense technology and research, literacy-related programs, and public broadcasting. Among his achievements, Dom crafted a legislative strategy that led to the creation of a nationwide network of research centers; convinced lawmakers and Pentagon officials to expand health services to active duty service members and their families; and guided an industry leader’s efforts preserve its market under the Affordable Care Act. He co-authored “Lobbying the Appropriations Process,” published in the American Bar Association’s Lobbying Manual.
Prior to founding CRD Associates, Dom held top posts in both Congress and the executive branch, serving on the staff of the Senate Appropriations Committee, where he advised senators on funding for public health, education and employment training programs. He served as Deputy Assistant Secretary for Management and Budget at the U.S. Department of Health, Education and Welfare and, upon creation of the Department of Education, he was appointed Deputy Assistant Secretary for Legislation, serving as liaison to the House and Senate appropriations committees. Dom has been a featured speaker on the legislative and appropriations processes at numerous governmental, university, industry, and trade association conferences.
