Ellen Riker, Senior Vice President
Ellen Riker has more than 20 years of experience managing federal strategies for corporate and non-profit organizations, specializing in public and private insurance reimbursement and coverage policies, biomedical and health services research and public health programs and issues. Ellen has worked with the many agencies of the Department of Health and Human Services and has been involved in the development of legislation coming out of the House and Senate committees with jurisdiction over Medicare, Medicaid, and public health service programs. Ellen has developed for clients, legislation, amendments, and report language for House and Senate authorization, appropriations and budget reconciliation bills. She also has significant experience in guiding physician organizations and device, equipment, and pharmaceutical manufacturers through public and private insurance technology review and coverage determinations. Ellen served on the professional staff of the House Energy and Commerce Committee from 1983 - 1988, with particular focus on public health and federal health entitlement programs. During her six years of service on the committee, she advised committee members on Medicare, Medicaid, public health, biomedical research and insurance issues. Before coming to Washington, Ellen worked as assistant to the president of a major multi-hospital system in Cincinnati, Ohio. Ellen received her master’s degree in Health Administration from Xavier University and a B.A. with honors from the University of Cincinnati.
