Johanna Gray, Senior Vice President
Johanna Gray has been with CRD Associates since 2011. She has seven years of experience in health policy and government relations and works to help clients develop and implement successful advocacy strategies involving Congress and federal public health agencies. Johanna’s practice areas include:
In this work, she builds and manages coalitions and associations, organizes grassroots and grasstops advocacy, briefs Congressional members and staff, monitors and analyzes legislation and regulations and drafts regulatory comment letters. She has expertise in health policy matters ranging from as broad as the private insurance market reforms included in the Affordable Care Act (ACA) to as technical as Medicare reimbursement for particular physician services. She is frequently invited to speak to patient and provider groups on the ongoing implementation of the ACA. During the ACA negotiations, Johanna led a coalition of seventy patient advocacy groups and other supporters, which successfully advocated for the elimination of lifetime limits on private health insurance in the law.
Before joining CRD Associates, Johanna performed budget and program analysis as a consultant to the Commissioner of the Onondaga County, New York Department of Health, worked as a health policy lobbyist at Holland and Knight and MARC Associates, was income security research assistant at the National Academy of Social Insurance, and interned in then-Senator Barack Obama's office.
Johanna received a Master of Public Administration and a Certificate in Health Services Management and Policy from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a B.A. in Public Policy Studies with honors from the University of Chicago.
